The best solution at this point would seem to be a bill from Senate Minority Leader Harry Reid, which would mostly exempt the Internet from McCain-Feingold.
But Rep. Tom DeLay tried to get that written into the law before it was passed, back in 2002. Reformers screamed it was a "poison pill," an Internet "loophole," "a step backward" and "anti-reform."
They said that leaving the Internet unregulated would make it "a favored conduit for special interests to fund soft money and stealth issue ads into federal campaigns."
